ISR (interrupt service routine)：

* top half: 必须立马完成的工作 在 forbidden other interrupts情况下执行
* bottom half：可以稍后完成的 
    * e.g. 网卡传来数据， 必须在top half copy to memory。 but how to operate these data can be done in bottom half.
